History of ERCA |

ERCA was established on April 1,2004, as the result of a review of the operations and organization of the former The Pollution-related Health Damage Compensation and Prevention Association and the former Japan Environment Corporation, based on "Reorganization and Rationalization Plan for Special Public Institutions"(Cabinet Decision on December 19,2001).
The history of these two defunct corporations and their functions will be described in the following, as will the functions inherited by the new organization.

| >> The Pollution-related Health Damage Compensation and Prevention Association |

The Pollution-related Health Damage Compensation and Prevention Association was established in June 1974 in accordance with the Pollution-related Health Damage Compensation Law. Its purpose was to collect contributions from about 9,000 factories and offices throughout the nation to operate The Pollution-related Health Damage Compensation system, and to remit them to prefecture governments(Operation of The Pollution-related Health Damage Com-pensation).
In March 1988 the Association started an additional project to prevent health damage caused by air pollution(The Pollution-related health Damage Prevention Program) on the basis of the revision of the pollution-related Health damage compensation Law due to the improvement of air pollution. This new project intends to assist local public organizations with health consultation, health examination, and functional training, and to do research and study as well as the dissemination of knowledge leading to health maintenance in local communities.
ERCA have inherited all these projects from The Pollution-related Health Damage Compensation and Prevention Association.

| >> Japan Environment Corporation |

The Japan Environment Corporation was established in October 1965 as the special public corporation, "Pollution Control service Corporation" in accordance with the Pollution control service Corporation Law. Its purpose was to prevent industrial pollution such as air pollution, water contamination, noise, and vibration, by providing loans for the relocation of factories sited in residential areas, for establishment of green areas and for pollution prevention facilities. In 1992, the Corporation was renamed the Japan Environment Corporation and expanded its functions to include measures for global environmental conservation(assistance to NGOs from the Japan Fund for Global Environment)and for waste disposal(assistance in facility arrangement and technical development).
The Corporation has contributed to the fulfillment of the national environmental policies by expediting countrywide activities for prevention of pollution and conservation of the environment, including relocation of factory facilities(approx. 4,000 companies), creation of green areas (approx. 1,200 ha)and creation of industrial waste disposal facilities.
Of the functions carried out by the Corporation, Japan Fund for Global Environment, PCB Waste Treatment Fund, and Maintenance Reserve Fund Management Program, were inherited by ERCA. PCB Waste Treatment Programs and Environmental Equipment Rental Program were transferred to a special entity, Japan Environmental Safety Corporation.
