The ERCA was established on April 1, 2004. The predecessors of the ERCA are two special public institutes, the Pollution-related Health Damage Compensation and Prevention Association (PHDCPA) and the Japan Environment Corporation (JEC). The PHDCPA was established in 1974. Its mission was to collect levies from industries and pay them to local governments as compensation for victims of public pollution, and to provide and assist pollution prevention programs. The JEC was established in 1965. It carried out relocation of factories, building of green spaces and others for the prevention of industrial pollution. In 2001, based on "the Reorganization and Rationalization Plan for Special Public Institutions" (Cabinet Decision on December 19, 2001), their administration and organizational structures underwent reformation and the two special public institutions were reorganized into the ERCA. The ERCA inherited their operations.

To create and conserve a healthy environment through the compensation for and prevention of health damage caused by public pollution, the support of activities related to environmental conservation by private organizations, the assistance and facilitation of PCB waste disposal and the management and administration of the fund and the supply of the Asbestos-related Health Damage Relief benefits.

- Operation The Pollution-related Health Damage Compensation, in accordance with the Pollution-related Health Damage Compensation Low and Other Measures(hereinafter called the Compensation Law)
- The Pollution-related health Damage Prevention Program, in accordance with the Compensation law
- Subsidization and promoting activities related to environmental conservation carried out by private organizations(Japan Fund for Global Environment)
- Assistance for the disposal of PCB waste
- Management of the Maintenance Reserve Fund for final waste disposal sites, in accordance with the Wastes Disposal and Public Cleaning Law
- Operation of the Asbestos-related Health Damage Relief program, in accordance with "the Asbestos-Related Health Damage Relief Law
- Research studies, gathering and providing information and training on environmental conservation without disrupting its operations from 1) to 5).
- Exceptionally approved operations (duties relating to management and collection of the construction and transfer project and loan project, etc.)
